In dBASE 9.0, you have to select the file, right click, and you will see
an entry for 'Debug' that you can click on and it will open the debugger
with your source file visible. Screenshot below of my dBASE 9
installation menu showing the Debug option.

You might be thinking of something else to put in the code like "Set
Coverage ON", but that's not Debug.
