NTVDM can only be used (and is included) with Windows 32-bit.
DOS apps then run natively on the actual CPU.
Windows 64-bit doesn’t support that.
So a DOS emulator like DOSBox-X is required, emulating a 32-bit CPU in software.
That is of course always much slower, but has nothing to do with designed for games or supposed delays.
