My fix. Finally got it to run. After turning off Windows, now Microsoft, Defender, that did not seem to help. I could not find any way to actually turn it totally off.

But, I did run Glary's Utilities, for  the first time ever as I used to use System Mechanic but has not been useful in years; I checked the Registry, nothing seemed wrong there as no errors with the dBASE. I checked and cleaned the File Links... and  cleared and saved the PLUS.ini, again; I think that did it. I think that the file lnk links inside the ini might have somehow been creating an issue. That is my thoughts for now. I will be adding back all of the settings for the Defender. If there is an issue again after I do that, then it was that. But for now, it seems that the links to forms and etc. may be the issue.
