You reinstalled dBASE Plus9 and saw the output in the dBASE command window from the InitNewUser.prg. This is all absolutely normal. That program runs once just after dBASE is installed. When you run any program the ? commands show in the bottom half of the command window (but only if you have it open). What is the problem? Why are you concerned?
