You have two backslashes after dBASE2019, which won't be found. You have
to be careful with that. In addition "inifile" is not the name of the
file you're looking for:

PLUS.ini

is the name of the file you need.

C:\Users\19564\appdata\local\dBASE\dBASE2019\bin\PLUS.ini

Assuming the rest of the path is correct. To find this path in dBASE:

? _app.iniFile

This may be where some confusion came up -- _app is an object in dBASE
(application object), and ".inifile" is a property of that object.
