In the Command Panel
? _app.currentUserPath
This should show C:\Users\YourUserName\AppData\Local\dBASE\dBASE2019\Bin in the Results Panel
Use Windows File Explorer to open this folder.
Use Notepad to open PLUSdebug.INI
Find [ToolBarStandard]
Make sure the following are set
Show=1
Float=0
DockSite=0
Save PLUSdebug.INI
Run the debugger and the Toolbar should be back.
