Hello,
I had this issue on my Windows 10 also this morning. My Task Manager had both Microsoft Edge perpetually opening instances that have nothing, zero CPU but somehow have memory for each page and Microsoft Defender was quite busy. I could not even type letters in a new notepad.exe. That is how much the CPU was pre-occupied. Not sure what caused that. I took my pc offline. I also found my Keyboard Language was not set to English which has been by default. That was also flashing when I struggled with the drop box of the Keyboard options. I assumed it was a Microsoft issue but did not do an online search to find out more information. I am just adding this because I only have the bde.exe on this pc and there is no source code or settings or even a Task Manager instance of an issue with CPU/Memory. It was not dBASE for me. But maybe there is another factor occurring and might be good to check basic factors that can cause an issue too.
