I'm afraid It's not a simple question to answer.

In theory, code written for older versions of dBASE is forwards
compatible with newer versions of dBASE.  In practice, a lot depends on
the actual code.  Some people have no problems, others have to do some
re-coding.  The only way to be sure is to run the actual code using the
newer version of dBASE.

As an example, the original version of dBASE 2019 had major problems
with displaying formatted entryfields.  If your applications didn't need
this feature they ran correctly.  If you used the feature you
applications were virtually useless.  Fortunately this was corrected
very quickly and the latest version is relatively bug-free.

I obviously can't speak for them but it is highly unlikely that dBase
LLC will sell anything except the latest version of dBASE 2019.  An
upgrade licence will cost you $399.
