This would be done with dBASE closed, and then open the BDE Administrator.

With the BDE Administrator open, click the "Configuration" tab, and on
the treeview on the left, open Configuration if it's closed, open
"Drivers", open "Native", click on "DBASE". On the right, see "LEVEL"?
Click where it says "7" and change it to "5". Press Ctrl+A to apply
changes and close the BDE Administrator.

Start dBASE ... dBASE tables by default will be level 7 tables now.
