Hi Tom,
If it is a network or shared printer and it happens even after rebooting
your PC, it may be caused by KB5001330, an update from mid-April that is
known to cause printer and shared resource issues in Windows 10. Try
uninstalling it+reboot to see if it fixes the issue. If it is in a
corporate environment, do consult with IT first. I posted a couple links

MS supposedly released an emergency fix on 24th April but on 6th May I
still had issues and was told to uninstall KB5001330 - which immediately
solved the issue I had, so unless your issue related to a pending
restart after an update, uninstalling KB5001330 is worth a shot...
The emergency fix referred to in the above article was installed on my
computer, however, I still had severe crashes in my video editing
software (since I have paused updates for a month straight after
uninstalling KB5001330, I know the fix was already there when I had the
issue).
If that turns out to be the issue, make sure you report it through the
feedback hub in Windows 10.
