Right click the icon for dBASE on the desktop, go to "Properties", try
clicking "Compatibility" tab at the top, and checking "Run this program
as and administrator". See if that does the trick. (You can also simply
right click and select "Run as administrator"). This will require the
user to answer the UAC dialog about "Do you want this app to make
changes ...?" (or wording to that effect). However, it would run the
program.
