If it worked before and it suddenly stopped, my money goes on the AV, check the AV logs for any quarantined messages or blocked files. Regarding the AV, are you sure it is just Microsoft Defender? I would be surprised in a business. Double-check if Sophos is installed, it is a recurring reason for dBase not starting.
