Now we have the exact problem.
Open dbase
Execute in the command window ?_app.inifile
You should get path like
C:\Users\Username\AppData\Local\dBASE\Plus12\Bin\PLUS.INI
Close dbase
Open windows explorer and navigate to that directory.
Take a backup of plus.ini
Open plus.ini in notepad or any text editor other than dbase.
Locate the lines containing the above mentioned directory and delete it.
Save and close.
Restart dbase
Hopefully you should not get any error.
In worst case scenario there is error restore from backup.
