Have you checked the Windows Event logs? there might be some indication
 in there.

click the Start button and type "Event" - select Event Viewer, look
under the Application, Security and System sections for any possible
 indications.

As Ken suggested, try disabling the anti-virus - Bitdefender was
silently blocking my apps after a few runs and it would not warn of any
issues for another several attempts (they have put a global exception in
place further to a ticket I raised). Anti-viruses have bitten me twice
in the past 3 years... Some anti-viruses have advanced threat protection
with algorithms to scan for supposedly malicious software, check if
there is a quarantine section in your antivirus software. It's a long
shot because in a corporate environment you probably all have the same
anti-virus, so this cause is unlikely to explain why it works on some
 computers and not on others...

Have you checked users profiles (access rights to program and data folders)?

dBase has error log files too. Not sure if that kind of issue would
reflect in there. My error Log was not enabled (Option 4 - show errors,
instead of option 5: show and log errors), so I cannot tell what that
log would show, but perhaps the experts of the inner mechanics of dBase
can confirm whether this is worth a shot.

 Good luck,
 Gaetano.
