Oh boy...This had happened to me a couple of years ago.  Can't believe I forgot about it.  I couldn't compile an iss file and looked and PLUS1130Runtime-b2550_ALL.exe" hadn't copied to the correct directory.  Are you supposed to move it manually?

At any rate everything works now.   Once again thanks for the suggestions.
