The dBASE Knowledgebase has some information, basically if you want your
application to work as a full Windows application, it will require a
complete rewrite. There is no simple conversion routine that will
convert a DOS application to a Windows application.
This article will give you some idea, but it's far from perfect, as it
was written about converting to Visual dBASE 5 which is quite a bit
different from the current versions of dBASE:

You may instead want to start with the dBASE Tutorial (see link in my
signature below), which will help get you started, and it is suggested
(not required, but ...) that you get my books on dBASE.
This will take you time to do correctly. These newsgroups are one of
your greatest resources for help, combined with the other material
mentioned.
