At this time I don't think that can be done. However, if you have
systemTheme set to true (the default), the tab color for the selected
tab is white, and any unselected tabs are the color of the
form/background ...

You might want to put in a wishlist request. I just tinkered with colors
and setting the first color (foreground) changes the color of the text
of the tabs, but changing the second (background) changes the color of
the main notebook but not the tabs. Which is ... odd.

Perhaps new properties such as:

tabSelColor (which would have foreground/background)
tabUnSelColor (or tabNormalColor or ... with the same options)
