Tom,

This is NOT a common problem.

Try uninstalling 11.3 and the BDE.
Once that is done inspect the registry (use regedit) for any dBase or Borland entries anywhere and make sure they and the folders are deleted.
Only then will you know that it has totally gone.
Reboot and reinstall 11.3 from scratch.
