Yes a new dbt file can be created.
I'm not sure what you mean be "manually re-enter the data" . . . . but if you
have the data then yes, of course it can be re-entered.
Sounds like a long and painfull process though . . . .
It might be worth creating a form with functionality to help automate or
streamline this as much as possible.
