Use the windows files explorer, go to the garbage bin in question
(remember there are recylce bins for every drive), double click the
recylcle folder which will open the folder and show all the files that
are still there.
By clicking on the header of the name's column you can arrange the files
in alphabetical order, if not so by befault.
Help yourself to the wanted DBT file, right click the file and select
"Recover".
Alternatively, there's a search field in the upper right corner, where
you type in the file name of the DBF file to which you are looking for
its corresponding DBT file.

The files that are not found in here are gone for good to digital heaven
already, only pretty professional software and technicians may be able
to rescue them from being lost for ever.

Crossing my fingers and hoping for the best ...
