Close Dbase.
If possible restart your system.
Try deleting the dbase ini file.
It will be located in
C:\Users\Your user name\AppData\Local\dBASE\Plus11\Bin\PLUS.INI
After deleting the file start dbase.
This should work if not uninstall and reinstalling dbase
And by the way the version is 11.3 not 11.03.
