There was some note I found about the dBase "plus.exe.manifest" file in the plus11/BIN folder which provides overall control of Windows XP vs newer Windows appearances.  Note indicated to remove (!) or rename this file, then restart dBase Plus.  Did not seem to have any influence on the systemTheme property.
Will have to try your Custom Control option.
