Understand it is dBase itself. Question is where are the files you are modifying located. IE Are your source code files under the Program Files folder?

I develop using dBase 10.3 on several Windows 10 PCs with no issues.
In windows 10 world you should never attempt to modify a file stored under Program Files or Program Files(x86) folders or sub folder.

For example you cannot have an ini file under Program Files(x86) sub folder and expect the app to change the ini file. Windows will not allow it.
