If your form and the editor overlap on screen, dBASE is behaving correctly
in bringing the selected one to the top. After all, you couldn't very
well make changes in the designer to objects that are covered by the
editor and vice versa. If your screen is big enough you can move the
editor so that it doesn't cover the open form. That way they will both
stay visible no matter which has focus.
There isn't, as far as I know, a way of preventing the editor from closing
when you've made changes in it and then pass focus back to the form in the
designer. This is not, of itself, a bug but it's something that could be
placed on the wish list.
